I think Wei has the lowest number, Shu got abit more than Wu at some times. Well..its not much a difference, its seems like all the nation has less than 10 people active at a time.
If you're choosing a nation to join, you should join Shu. I'm telling you this even though I'm mainly from Wu because this game is biased towards Shu.
